Kirk drives strategic development and provides expert management of the drug pricing portfolio as part of the Health Care team. His work includes the identification of investment opportunities to lower the cost of drug prices at the federal and state level.

Before joining Arnold Ventures, Kirk worked at the Duke-Margolis Center for Health Policy providing guidance and intensive strategy development to state leaders to maximize the efficiency, equity, and speed of allocating and distributing COVID-19 vaccines to the American public. Prior to joining Duke-Margolis, Kirk served at the National Governors Association Center for Best Practices, the only nonpartisan think tank and consulting firm directly serving the nation’s governors. In this capacity, Kirk advised governors and their staff on a range of issues, including drug pricing, opioids and substance use disorders, Medicaid, and COVID-19.

Kirk received his master's of public health in health policy and law from the George Washington University and holds a bachelor’s in global health with a minor in chemistry from the University of North Carolina at Chapel Hill.
